To the Phlegraean Fields the new alert scheme has officially come into force, with the Civil Protection department confirming the adoption of the phase 2 of the yellow alert (attention level) for volcanic risk. Even in the presence of the variation of some parameters, therefore, there were no changes such as to lead to an increase in the volcano’s alert level.
Contacted by Geopop, the Civil Protection confirmed to us that the official communication serves to give official status “to the new alert scheme, presented some time ago, which has now completed its regulatory process and which therefore officially comes into force”. In practice, phase 2 of the yellow alert involves a strengthening monitoring and evaluation activities of the state of the volcano, as well as prevention initiatives.
In short, the alert level for the volcanic risk in the Campi Flegrei remains unchanged compared to last March: in the meantime, the seismicity of the area remains high with 149 earthquakes recorded in the last week and one earthquake of magnitude 2.4 detected last night. An exercise is also planned for today, November 5, and tomorrow, November 6, which will involve the Maritime Station of Naples and which represents the completion of the national exercise “Exe Flegrei 2024”, organized in October 2024.
What does phase 2 of the yellow alert at Campi Flegrei mean and what has changed
The Civil Protection, therefore, confirmed the entry into force of the new alert scheme, already presented last March. Until last year, in fact, «There were 4 alert levels: green, yellow, orange and red». With the new scheme, two new sublevels have been added: today, therefore, the Civil Protection has at its disposal i green, yellow (phase 1 and phase 2), orange (phase 1 and phase 2) and red levels.
Currently, phase 2 of the yellow alert is active at the Campi Flegrei, which indicates «an intermediate alert level which testifies to the variations in volcanic risk in recent years, without the need for pre-evacuationforeseen by the orange phase”. The latter, in fact, already provides for the lightening of the area, with the possibility for the population, in case of greater volcanic risk, to pre-evacuate the area with assisted removal by the Civil Protection.
In practice, therefore, phase 2 of the yellow alert level provides:
- a strengthening of monitoring activities and assessment of the state of the volcano;
- there verification of the planned operational measures in civil protection planning,
- the organization dprevention initiatives targeted non-structural activities, including training, information and exercises.
The exercises of 5 and 6 November and the degree of popular participation
The exercises of 5 and 6 November 2025 were organized with the aim of testing assisted removal from 3 waiting areas (from which the Campania Region buses depart to take citizens to the meeting areas) of the Municipality of Naples and the functionality of themeeting area (from which citizens who choose assisted transport depart) of Port of Naples-Maritime Station.
As specified by the Civil Protection, this is however “a smaller exercise scenario than in the past, but it serves to test an area that was not involved in the last exercise in 2024”.
But what is the degree of popular participation in this type of exercise? «First of all, the population’s response is always linked to the state of the volcano: if the exercise is carried out during a period of bradyseismic crisisparticipation is clearly higher.
For the moment, the highest participation was achieved with the October 2024 exercise, in which around 1,500 people took part.” It should be remembered, however, that these are exercises conducted to test the assisted removal of a part of the population «who would therefore not be able to evacuate independently; consequently, the participation of 1,500 people can be considered more than good.”
